You would think with a 9% gain today RL would have a price relative at new highs, but it did not even break out. This is getting pretty typical of what I have been seeing in breakout stocks lately, and it isn't always that way. It was the fact that breakout stocks often had price relative lines that broke out before price last summer that prompted me to start the price relative scans. What this means as far as the strength of the current market is concerned, I am not sure, but it diod not come as a surprise that this closed in the bottom half of the day's range.
